Bug Report Categories

1. A level-0 issue is blocking other testing.

2. A level 1 indicated that the product could not ship if this issue was not resolved.

3. A level 2 meant that the value of the product would be significantly reduced if issue was not resolved.

4. A level 3 indicated a bug that would be important only if there were large numbers of similar issues when the product shipped.

So We don't need to mark defect as  "Critical", "Major" or "Minor", since they don't bring any clear info that could help for bug triage.
