log file sync 是由于事务提交太过于频繁，IO速度跟不上，从而出现这个等待。
1，提高LGWR的优先级
alter system set "_high_priority_processes"='LMS*|LGWR|PMON' scope=spfile;

3. Isolating the lgwr process via processor affinity is another possible approach.
