阻止离线浏览软件大量下网页

Apache能限制浏览器类型吗？

有个家伙一直用离线浏览软件在下我的东西
竟然把流量拉到1.5m
我想制止他这么做
有没有办法啊

另,他每天都不是同一个ip,而且都是在23：00--4：00之间上来（那时我在睡觉）
