Can you please provide the reference?

Looking at the Apple website: http://www.apple.com/ipad-air/specs/

It is specified that the wifi only version doesn't support Assisted GPS.

Also, in the Q&A section, it is also mentioned that Wifi-only model doesn't have GPS.

WiFi 版iPad mini Retina 及 Air 是己经装有 GPS chip ,因本人同时开心使用 mini Retina 及 Air 中 ,可以上Apple Shop试玩

师兄 Apple已经将iPad嘅参数俾晒你睇喇 你都唔信？ 难道apple定制咗部特别版嘅Wi-Fi iPad mini Retina过你？ sorry 我真系唔信lor… 大胆假设下 师兄你是否将可以使用google maps ，Apple maps又或者右上出现导航箭咀就认为等同於有aGPS chip？
